I believe the league has to agree with the club as to who deserves to be GA.

OK, here's the deal: The league has changed the rules from 2011 to 2012.

    2011:

    http://www.mlssoccer.com/2011-mls-roster-rules

•Clubs may sign up to two Home Grown Players to Generation adidas contracts.

So no, Steve Sandor is not wrong about the Teibert contract.

    2012:

◦Clubs may sign up to two Homegrown Players contracts above the minimum salary and similar to Generation adidas player contract amounts.

So clubs are able to sign HG players to off-budget contracts above the off-budget min. similar to a GA contract, but such deals are no longer called GA contracts.

Ok. Thats makes sence. Except that a GA makes more money than an HG. Or no?

Ok i am going to be an ass here. In those same rules i am reading this:

    (F)HOMEGROWN PLAYER SIGNINGS
A club may sign a player to his first professional contract without subjecting him to the MLS SuperDraft if the player has trained for at least one year in the club’s youth development program and has met the League’s Homegrown Player criteria. Players joining MLS through this mechanism are known as Homegrown Players.
There is no limit to the number of Homegrown Players a club may sign in a given year.

I didnt see anything that says that you can designate two players to HG. unless that HG means the 44k cobtract versus 32k minimum. Which would mean that morgan and henry are in that status.

Here is a better question if the league can make a player Jozy Altidore (who never went to college and is a product of USNT program), then why couldnt TFC have asked or made the case for Kevan Aleman? That way, they might have been able to retain him instead of losing him. Both were stars at the U17 level.

Or is MLS, Addidas, and Nike just US centric.

Edit: ok, i just noticed that he was drafted by the Metro stars rather than Home grown.

HG and GA are both player designations, but GA is also a contract type. A team can sign as many HG players as they want (up to 10 on the off-budget roster and the rest would have to go on the on-budget roster). For 2011 up to 2 HG players per season were eligible to be signed to GA contracts. Now the rules are changed so that up to HG players can be signed to 2 non-min. off-budget contracts (pretty much the same thing, semantics).

TFC could have offered Keven Aleman a Generation Adidas contract, but apparently chose not to. He left because he was being forced to sign a 2 year amateur contract that would pay him nothing and bind him to the club for 2 more seasons.
