More talk of a USL 2 Western Division from a USL Press Release:

"USL is fully committed to the aggressive expansion of USL-2 in advance of the 2011 season in a manner which will include the addition of a Western Conference.”

If so, I think this is where you could see the Victoria Highlanders ending up. Kitsap (from Washington State) looks to be another team.

The Seattle Wolves are also contenders for USL-2 Western Division.

Once the NASL breaks away to do their own thing and Portland moves up to MLS I think the USL will probably need to find west coast teams to be able to retain Division II and/or III status. Don't have time to track down a url to back this up (might do it later) but I've read that leagues at that level need to have teams across various regions in the United States to be able to obtain or retain that status. From what I remember that was the main reason why the Pro Div III set up had to change to being USL II a few years ago because the western portion had folded and all the remaining teams were close to the Atlantic coast.
